 DESIGN AND IMPLEMENTATION

OF

21STCENTURY MULTI-PURPOSE SPORTS COMPLEX

  1. Introduction & Background

Lesotho National Olympic Committee (LNOC) is in need of a Multi-Purpose Sport Facilities and Accommodation Complex and is looking for proposals from suitable qualified professionals in response to this Request for Proposal (this “RFP,”) in order to come up with detailed designs and costing for the project.

1.1          Our goal

The Multi-Purpose Sport Facilities and Accommodation Complex shall have a minimum of the following facilities:

  • A modern gymnasium;
  • Comfortable accommodation facility with industrial kitchen and dining space; &
  • Indoor and outdoor multi-purpose sport facilities with international bodies’ accreditation.

 

1.2          Our Objective

The objective of this Request for Proposal is to locate a suitably qualified professional that will provide the best overall value to the LNOC. While price is a significant factor, other contributing criterion factors will form the basis of our award decision, please refer to the Evaluation Factors section below.

 

  1. Submission Guidelines & Requirements

 

The following submission guidelines & requirements apply to this Request for Proposal:

 

  1. Bidders intent on submitting a proposal should so notify the LNOC Chief Executive Officer no later than 30/06/2017;
  2. The submission must include details of similar projects that the bidder has worked on, including references for each;
  3. A detailed plan for the project must be provided;
  4. A comprehensive costing proposal for the project must be provided;
  5. Proposals must be signed by a representative that is authorized to commit bidder’s company/consortium or JV;
  6. If you have a standard set of terms and conditions, please submit them with your proposal. All terms and conditions will be subject to negotiation;
  7. Proposals must remain valid for a period of 90 days; and
  8. LNOC anticipates selecting at least two individuals or firms to have more in-depth discussions with, and will make an award to one of these “down-selected” individuals or firms.

 

 

Only qualified professionals or firms with relevant experience on similar projects should submit proposals in response to this Request for Proposal.

  1. Project Description

The purpose of this project is as follows:

  • To provide a centre for elite athletes in Lesotho to train and undergo scientific evaluation and performance testing;
  • To provide a safe and comfortable environment for elite athletes to stay when training in the area;
  • To provide safe and comfortable accommodation for visiting athletes and teams from other countries;
  • To provide an internationally accredited competition venue for multi-purpose sports facilities; and
  • The facility must be self-sustainable to operate at its intended full capacity.

 

 

  1. Location of the project

The site for the project is situated at Ha Tsolo/Ha Tikoe, Maseru: Plot No. 12301-010 (official area of 11, 187 sq. m)

 

  1. RFP & Project Timelines

The Request for Proposal timeline is as follows:

Intention to participate in bidding Notification 30/06/2017
Deadline for submission of technical & costed proposal(s) 14/07/2017
Contract Award / Notification to Unsuccessful Bidders on or before 20/11/2017

 

  1. Budget

The LNOC leaves the onus with the bidders to come up with their competitive budget(s) in line with proposed concept which in the end shall form part of critical evaluation factor(s).

 

  1. Evaluation Factors

LNOC will rate proposals based on the following factors, with cost being the most important factor:

  1. Responsiveness to the requirements set forth in this Request for Proposal;
  2. Relevant past performance/experience;
  3. Samples of work;
  4. Cost, including an assessment of total cost of ownership; &
  5. Technical expertise/experience of bidder and bidder’s staff.

The LNOC reserves the right to award bidder(s) who presents the best value at its absolute discretion. All bidders prepares their proposals at own risk and the LNOC is not liable by any means to cover their costs.
